I think you have a cheaper option. It sounds like all the Sunderland needs is re-proofing (this makes the water "bead" on the surface and run off). The jacket then won't absorb water into the surface material (called wetting out), and you should be back to normal. If you wash the jacket in normal detergent, try to switch to a specialist waterproof cleaner.
I have used Nikwax stuff with good results, you can get either spray-on or wash-in re-proofers from most outdoors type shops.
Before you do this, there might be one free option. Make sure you remove any dirt from the jacket (sponge it down as normal washing powder/conditioners destroy waterproof coatings) then put it in the tumble dryer for about an hour on a low heat. This often re-activates the coating (called DWR - durable waterproof repellent) and you can test whether it worked by running it under the tap afterwards.

On the other hand, you may just want a new jacket and if so I can't comment on the options you suggest, sorry!
