A good system Tim, but everyone should be in this game to improve and why do some people need a incentive, it just strikes me as mad, not wanting to get better, win or loose

what we are really talking about here is ensuring that "bandits" are found out.
imo the easiest way is to ensure that they cannot protect their h/caps and to that end, all comps. should be stroke/matchplay. in other words, every round played in a competition would be a medal round and would then affect your h/cap either up or down. so, if you play well, below your h/cap, then you get a cut and vice versa.
the end result would be a genuine winner with a genuine handicap.
I was checking cards at an Open meeting recently. 4 ball better ball mixed. Winning score 44pts but the back nine holes were all scored by the man - a 20 handicapper - 2 over par gross. Now that's what I call 'a round of your life'
Many years ago Fred Bradshaw a 10 handicapper(genuine) knocked it round Portsmouth Crookhorn course in 69 gross in a Cup medal play off.
Two years ago John Watmore - off 10(genuine) - shot 69 gross at Cams Hall in a society game.

Unfortunately I played like a tit. I got a dose of the lefts, which is no fun when you're already aiming down the left because you're a slicer - is it!
Lost a ball on the par 5 (between the trees) after hitting a decent drive down there & watched my playing partner for the day (Rgjusa) lose one on the fairway on one of the latter holes (cracking strike, no sign of the ball???).
I did find one of the new ProV1x's and completed my round with it (didn't like the old ones, too "clicky" but these new ones are lovely).
It was definitely one of yours mate as it had "Bandit" written on it!

Tim that's a great idea, it'll also allow the inverse bandits (i.e. the "wannabe's") to claim a 10 hcap when they're really off 15!
In relation to the original post, I cannot believe a one-off round of a net 64 is considered banditry by anyone - as has been said more than once, everyone can have a good day, even one as good as that.
If the "offender" repeatedly plays well within his handicap, then the author may have a point. But one-off performances are just that.
I played matchplay against a mate this week, with both of us playing off 11, and I shot two under that handicap only to lose 6 & 4. My mate's no bandit, he just played really, really well.
With the same mate we scored 46 better ball points of 3/4 handicaps in Winter League, and the reaction in the clubhouse was disgraceful (despite us not winning, I might add). I asked the gobbiest critic if he cared to examine our card, and when he did he noticed I had played one under my handicap, and my partner had played to his - it was just one of those days where if one of us blobbed, the other came in with 2 or 3 points. Said critic quite rightly felt a bit of a tw@t.
People are far too quick to shout "bandit" without often knowing the full facts.
