I don't think that this applies here as the only way to guarantee yourself a place is to put in low medal scores in qualfying comps - otherwise you are at the mercy of the DRAW.......
That in itself WILL bias the thing toward low handicappers winning the places as they will routinely manage serveral rounds under par in a season, whereas people off a higher handicap may have one or two purple patches where everything goes right for them and they score well beyond their normal level of play.
I've been in something similar before, and if your club is like my old one - they will totally disregard the G.P. guidelines and hammer you if you put in a good score. For instance a mate of mine got done 4 shots from 12 hcp to 8 for playing 2 rounds at 2 under when he was in something like this.
Anyway - the organisers will no-doubt root-out bandits in the final by making it off 3/4 allowance - so even if a bandit gets through the draw, they won't have much chance of winning the event.
