"I think it would be great for all of golf to be played under the same umbrella, the same rules. That's why we changed from the small ball to the same uniform size golf ball. I don't think we should be playing under different auspices depending on where you are around the world."
Woods also ended speculation that to regain his form he might be tempted to recall the assistance of his former coach Butch Harmon.
"No, "said Tiger. "Butch and I are not working together, and that's it."
However, he added that he was pleased with his efforts to take his game to yet another level, with the likes of Ernie Els, Vijay Singh and Phil Mickelson closing in on his top ranking.
"Mainly I'm just trying to get my game more consistent. I'm not going to tell you what I'm working on because then I'll be analysed and picked to death about it," he said, showing obvious irritation.
"I'm just going to tell you the things I'm working on are starting to come together and I'm very excited about it."
Asked if he was surprised there had been so many first time major winners, in the last couple of years, he said he wasn't. That it was reflective of the depth of professional golf.
"Golf is becoming so much deeper than it ever used to be. It's not just about 10 or 15 guys that have a chance to win a major championship anymore. It's anyone who enters the field has an opportunity because these guys are so much better."
He added: "Their technique is better; their strength is better; the equipment is better. They're working more hours on the range, as well as in the gym and it was just a matter of time before those guys were going to take it up another notch - and they have.
"Hey, the guys are, quite frankly, just better players now as a whole. If you go from No. 1 to 156 in any given field, you're going to see there isn't too much disparity between them. And I think that's just reflective of how the game has changed, become deeper. And I think it's become more competitive because of that and overall guys are shooting lower scores."
