Reading Rule 24, taking relief appears to be optional, can a local rule be made that makes relief mandatory.

A players ball hitting an overhanging power line MUST be replayed.

Yes, to both your questions.  Taking relief is optional in terms of the Rule  (it's the same with abnormal ground conditions) but you can adopt a Local Rule making taking  relief mandatory.

Your example is not about normal relief from interfererence by a normal obstruction, however.  It is a special Local Rule concerning striking the cable.  Other than in this unique situation you do not get relief because of hitting an obstruction.

The reply was:

Relief cannot be made mandatory from an obstruction.

I don't know why I didn't see

I don't know why I didn't see this question at the time but my answer would have been that the 'may' applies to the option the player has to take relief or not.

"a player may (choose to) take relief .... as follows or he may (choose) not to take relief"

If he chooses to take relief he must take relief as directed in the relevant clause.
