4. Burrowing animals

Rule (25-1): Holes made by burrowing animals such as groundhogs or rabbits are considered abnormal ground conditions and are subject to relief. However, holes made by dogs (or other non-burrowing animals) are not considered abnormal and therefore, no relief is available.

Thoughts: This is ridiculous. How is a dog making a hole any different to a rabbit? They're both holes made by animals! Certainly a rule that if it every affected you, you'd consider giving up golf.
